    Satellite images and documents indicate China working on nuclear propulsion for new aircraft carrier

    BANGKOK — China has built a land-based prototype nuclear reactor for a large surface warship, in the clearest sign yet Beijing is advancing toward producing its first nuclear-powered aircraft carrier, according to a new analysis of satellite imagery and Chinese government documents provided to The Associated Press.

    China’s navy is already the world’s largest numerically, and it has been rapidly modernizing. Adding nuclear-powered carriers to its fleet would be a major step in realizing its ambitions for a true “blue-water” force capable of operating in seas far from China in a growing global challenge to the United States.

    “Nuclear-powered carriers would place China in the exclusive ranks of first-class naval powers, a group currently limited to the United States and France,” said Tong Zhao, a senior fellow at the Carnegie Endowment for International Peace in Washington, D.C. “For China’s leadership, such a development would symbolize national prestige, fueling domestic nationalism and elevating the country’s global image as a leading power.”

    Researchers at the Middlebury Institute of International Studies in California said they made the finding while investigating a mountain site outside the city of Leshan in the southwest Chinese province of Sichuan, where they suspected China was building a reactor to produce plutonium or tritium for weapons.

    Instead they concluded that China was building a prototype reactor for a large warship. The project at Leshan is dubbed the Longwei, or Dragon Might, Project and is also referred to as the Nuclear Power Development Project in documents.

    Neither China’s Defense Ministry nor Foreign Affairs Ministry responded to requests for comment.

    There have long been rumors that China is planning to build a nuclear-powered aircraft carrier, but the research by the Middlebury team is the first to confirm that China is working on a nuclear-powered propulsion system for a carrier-sized surface warship.

    “The reactor prototype at Leshan is the first solid evidence that China is, in fact, developing a nuclear-powered aircraft carrier,” said Jeffrey Lewis, a professor at Middlebury and one of the researchers on the project. “Operating a nuclear-powered aircraft carrier is an exclusive club, one that China looks set to join.”

    Drawing on satellite images and public documents including project tenders, personnel files, environmental impact studies — and even a citizen’s complaint about noisy construction and excessive dust — they concluded a prototype reactor for naval propulsion was being built in the mountains of Mucheng township, some 70 miles (112 kilometers) southwest of Sichuan’s provincial capital Chengdu.

    The reactor, which procurement documents indicate will soon be operational, is housed in a new facility built at the site known as Base 909, which houses six other reactors that are operational, decommissioned or under construction, according to the analysis. The site is under the control of the Nuclear Power Institute of China, a subsidiary of the China National Nuclear Corporation, which is tasked with reactor engineering research and testing.

    Documents indicating that China’s 701 Institute, formally known as China Ship Research and Design Center, which is responsible for aircraft carrier development, procured reactor equipment “intended for installation on a large surface warship” under the Nuclear Power Development Project as well as the project’s “national defense designation” helped lead to the conclusion the sizable reactor is a prototype for a next-generation aircraft carrier.

    Satellite mages from 2020 to 2023 have shown the demolition of homes and the construction of water intake infrastructure connected to the reactor site. Contracts for steam generators and turbine pumps indicate the project involves a pressurized water reactor with a secondary circuit — a profile that is consistent with naval propulsion reactors, the researchers say.

    An environmental impact report calls the Longwei Project a “national defense-related construction project” that is classified “secret.”

    “Unless China is developing nuclear-powered cruisers, which were pursued only by the United States and the Soviet Union during the Cold War, then the Nuclear Power Development Project most certainly refers to a nuclear-powered aircraft carrier development effort,” researchers wrote in a detailed 19-page report on their findings shared exclusively with the AP.

    Jamie Withorne, an analyst at the Oslo Nuclear Project who was not involved in the research and reviewed the findings, said Middlebury’s team made a “convincing argument.”

    “From the identifying reports, co-location with other naval reactor facilities, and correlating construction activity, I think it can be said that it is likely the Longwei Project is housed at Base 909, and it could potentially be located at the identified building,” she said.

    The research does not, however, provide clues as to when a Chinese nuclear-powered carrier could be built and become operational, she said.

    Sarah Laderman, a senior analyst with Open Nuclear Network, a program of the U.S.-based NGO PAX sapiens foundation, said the findings were “carefully conducted and thoroughly researched.”

    “Given the evidence presented here, I see a compelling case made that China seems to be working towards building a nuclear propulsion system for its naval surface ships (likely aircraft carriers) at this location,” said Laderman, who is based in Vienna and was not involved in Middlebury’s research.

    China’s first carrier, commissioned in 2012, was a repurposed Soviet ship, and its second was built in China but based upon the Soviet design. Both ships — named the Liaoning and the Shandong — employ a so-called “ski-jump” type launch method, with a ramp at the end of a short runway to help planes take off.

    The Type 003 Fujian, launched in 2022, was the country’s third carrier and its first to be indigenously designed and built. It employs an electromagnetic-type launch system like those developed and used by the U.S. Navy. All three carriers are conventionally powered.

    Sea trials hadn’t even started for the Fujian in March when Yuan Huazhi, political commissar for China’s People’s Liberation Army Navy, confirmed the construction of a fourth carrier. Asked if it would be nuclear-powered, he said at the time that would “soon be announced,” but so far it has not been.

    There has been speculation that China may begin producing two new carriers at once — one Type 003 like the Fujian and one nuclear-powered Type 004 — something that it has not attempted before but that its shipyards have the capacity to do.

    Matthew Funaiole, senior fellow at the Center for Strategic and International Studies’ China Power Project, said he doubts China’s next carrier will be nuclear-powered. Instead, he said, he would expect the People’s Liberation Army Navy’s fourth carrier to focus on optimizing the existing design of the Fujian carrier with “incremental improvements.”

    Nick Childs, senior fellow for naval forces and maritime security at the International Institute for Strategic Studies, said the Chinese “have taken an incremental approach to their carrier development with a number of ambitions that will evolve over time.”

    “For now, their deployments have been relatively cautious, remaining largely within range of shore support, but projecting influence and to some extent coercion within their near waters.”

    Eventually, however, “larger carriers more akin to their U.S. counterparts will give them more options to project power,” Childs said.

    It takes several years to build a carrier and bring it into operation, but developing nuclear propulsion for its next generation of warships would eventually give China more power to run advanced systems, such as electromagnetic launchers, radars and new technology weapons, Childs said.

    “As well as obviating the need for the ship to refuel regularly and therefore giving it much greater range, nuclear power means that without the need to carry fuel oil for the ship there will be room aboard for fuel and weapons for its aircraft, extending their capabilities,” Childs said.

    “Much will depend on what overall size the next carrier is, but the addition of nuclear power will represent a significant step further in China’s carrier development with a vessel more comparable to the U.S. Navy’s carriers.”

    Zhao, of the Carnegie Endowment for International Peace, said nuclear-powered carriers would provide the Chinese military “with greater flexibility and endurance to operate around strategic hotspots, especially along the First Island Chain, where most territories disputed by China are located,” said Zhao.

    The First Island Chain includes the self-governed island of Taiwan, which China claims as its own and vows to annex it by force if necessary.

    The U.S. is obligated by a domestic law to supply Taiwan with sufficient weapons to deter invasion, and it could provide assistance to the island from its bases in the Pacific in the event of an invasion or blockade. Tensions also have risen in the South China Sea between China and neighboring nations over territorial disputes and maritime claims.

    “These carriers could also extend Chinese operations deeper into the Western Pacific, further challenging the U.S. military’s ability to ‘intervene’ in regional matters that China views as best resolved by countries from the region only,” Zhao said.

    Chinese President Xi Jinping has tasked defense officials with building a “first-class” navy and becoming a maritime power as part of his blueprint for the country’s rejuvenation.

    The country’s most recent white paper on national defense, dated 2019, said the Chinese navy was adjusting to strategic requirements by “speeding up the transition of its tasks from defense on the near seas to protection missions on the far seas.”

    The People’s Liberation Army Navy is already the world’s largest navy with more than 370 ships and submarines. The country also boasts powerful shipbuilding capabilities: China’s shipyards are building many hundreds of vessels each year, whereas the U.S. is building five or fewer, according to a U.S. congressional report late last year.

    However, the Chinese navy lags behind the U.S. Navy in many respects. Among other advantages, the U.S. currently has 11 carriers, all nuclear powered, allowing it to keep multiple strike groups deployed around the world at all times, including in the Indo-Pacific.

    But the Pentagon is growingly increasingly concerned about China’s rapid modernization of its fleet, including the design and construction of new carriers.

    That aligns with China’s “growing emphasis on the maritime domain and increasing demands” for its navy “to operate at greater distances from mainland China,” the Defense Department said in its most recent report to Congress on China’s military.

    And China’s “growing force of aircraft carriers extend air defense coverage of deployed task groups beyond the range of land-based defenses, enabling operations farther from China’s shore,” the report said.

    Statues are a sign of dissipation. A team (or civilization) that was once vigorous and thriving is no longer. Time to start erecting things. Arenas mostly. But too often, statues.

    Unfortunately for Wade, he was at the unveiling. Cameras were able to catch the full horror of the moment.

    Wade is a handsome guy. It’s not that his likeness isn’t, exactly. It’s that the life-size representation doesn’t look human. The face is somehow wrong. It’s internet meme face.

    As the statue emerged from a burst of dry ice and fire, you could see Wade struggling not to grimace. He stutter-stepped nervously around the monstrosity trying to find its good angle, but it doesn’t have one.

    But once you start glorifying specific individuals in bronze you are into religion, which belongs in a house of worship and few other places.

    The high-water mark of this bad idea remains a bust of Cristiano Ronaldo unveiled at, and then removed from, an airport in Portugal. It resembled the soccer star reimagined as a character from Scooby Doo.

    Ronaldo’s been on a long, slow journey down from the peak of his celebrity. That statue was the part of the hike that he went ass over teakettle and descended a few thousand feet in an hour.

    The firm that did Wade’s statue has a whole business transforming the profane into the sacred. It has done Luc Robitaille, Curly Lambeau and A’ja Wilson, who is 28 years old.

    I guess the Little League World Series champions need to really need to start pushing those fundraising chocolate bars if they want to live forever in bronze.

    The most amazing thing about Wade’s statue is that he signed off on it.

    “I spent a lot of time on my statue,” Wade said.

    You kind of felt for Wade. This was supposed to be the shining moment of his life – greater than any of his championships or individual prizes.     Maybe that is the point of sports statues – to remind us of the vanity of man and its pointlessness. I can imagine a future Toronto in which a visitor stumbles upon the Legends Row in front of Scotiabank Arena and thinks, ‘This city sure used to have a lot of astronauts.’

    After a couple of generations have passed, all statues of people look ridiculous. Here’s guessing sports statues – which tend to show the subject in some pose of athletic domination – will surpass all the guys waving swords on horses in that regard.

    You’re standing in front of a likeness of some guy you’ve probably never seen in person, often dead, being told how great he was. Meanwhile, a few hundred feet that way, the people who are currently the world’s best are doing the same thing, in person, right now.

    It’s like putting a statue of unknown soldier in front of a live missile battery.

    Great athletes don’t require expensive memorials. Their work – captured in words and images – is the memorial. The legends among them will live long past their years in the stories told about them by people who were there.

    Then they should fade. Maybe we just haven’t been at this long enough. The mass-media era of global sport began in the 1950s. Many people still alive have seen the whole breadth of it.

    But if it keeps on at its current pace, parts of the sports story should fade, along with the people who were there. Any endeavour that spends too much time and effort looking backward is in the midst of failing. And failure is always hard to see coming until you’re right up close to it, looking it in the face.

    WASHINGTON — A child psychiatrist who altered a first-day-of-school photo he saw on Facebook to make a group of girls appear nude. A U.S. Army soldier accused of creating images depicting children he knew being sexually abused. A software engineer charged with generating hyper-realistic sexually explicit images of children.

    Law enforcement agencies across the U.S. are cracking down on a troubling spread of child sexual abuse imagery created through artificial intelligence technology — from manipulated photos of real children to graphic depictions of computer-generated kids. Justice Department officials say they’re aggressively going after offenders who exploit AI tools, while states are racing to ensure people generating “deepfakes” and other harmful imagery of kids can be prosecuted under their laws.

    “We’ve got to signal early and often that it is a crime, that it will be investigated and prosecuted when the evidence supports it,” Steven Grocki, who leads the Justice Department’s Child Exploitation and Obscenity Section, said in an interview with The Associated Press. “And if you’re sitting there thinking otherwise, you fundamentally are wrong. And it’s only a matter of time before somebody holds you accountable.”

    The Justice Department says existing federal laws clearly apply to such content, and recently brought what’s believed to be the first federal case involving purely AI-generated imagery — meaning the children depicted are not real but virtual. In another case, federal authorities in August arrested a U.S. soldier stationed in Alaska accused of running innocent pictures of real children he knew through an AI chatbot to make the images sexually explicit.

    The prosecutions come as child advocates are urgently working to curb the misuse of technology to prevent a flood of disturbing images officials fear could make it harder to rescue real victims. Law enforcement officials worry investigators will waste time and resources trying to identify and track down exploited children who don’t really exist.

    Lawmakers, meanwhile, are passing a flurry of legislation to ensure local prosecutors can bring charges under state laws for AI-generated “deepfakes” and other sexually explicit images of kids. Governors in more than a dozen states have signed laws this year cracking down on digitally created or altered child sexual abuse imagery, according to a review by The National Center for Missing & Exploited Children.

    “We’re playing catch-up as law enforcement to a technology that, frankly, is moving far faster than we are,” said Ventura County, California District Attorney Erik Nasarenko.

    Nasarenko pushed legislation signed last month by Gov. Gavin Newsom which makes clear that AI-generated child sexual abuse material is illegal under California law. Nasarenko said his office could not prosecute eight cases involving AI-generated content between last December and mid-September because California’s law had required prosecutors to prove the imagery depicted a real child.

    AI-generated child sexual abuse images can be used to groom children, law enforcement officials say. And even if they aren’t physically abused, kids can be deeply impacted when their image is morphed to appear sexually explicit.

    “I felt like a part of me had been taken away. Even though I was not physically violated,” said 17-year-old Kaylin Hayman, who starred on the Disney Channel show “Just Roll with It” and helped push the California bill after she became a victim of “deepfake” imagery.

    Hayman testified last year at the federal trial of the man who digitally superimposed her face and those of other child actors onto bodies performing sex acts. He was sentenced in May to more than 14 years in prison.

    Open-source AI-models that users can download on their computers are known to be favored by offenders, who can further train or modify the tools to churn out explicit depictions of children, experts say. Abusers trade tips in dark web communities about how to manipulate AI tools to create such content, officials say.

    A report last year by the Stanford Internet Observatory found that a research dataset that was the source for leading AI image-makers such as Stable Diffusion contained links to sexually explicit images of kids, contributing to the ease with which some tools have been able to produce harmful imagery. The dataset was taken down, and researchers later said they deleted more than 2,000 weblinks to suspected child sexual abuse imagery from it.

    Top technology companies, including Google, OpenAI and Stability AI, have agreed to work with anti-child sexual abuse organization Thorn to combat the spread of child sexual abuse images.

    But experts say more should have been done at the outset to prevent misuse before the technology became widely available. And steps companies are taking now to make it harder to abuse future versions of AI tools “will do little to prevent” offenders from running older versions of models on their computer “without detection,” a Justice Department prosecutor noted in recent court papers.

    “Time was not spent on making the products safe, as opposed to efficient, and it’s very hard to do after the fact — as we’ve seen,” said David Thiel, the Stanford Internet Observatory’s chief technologist.

    The National Center for Missing & Exploited Children’s CyberTipline last year received about 4,700 reports of content involving AI technology — a small fraction of the more than 36 million total reports of suspected child sexual exploitation. By October of this year, the group was fielding about 450 reports per month of AI-involved content, said Yiota Souras, the group’s chief legal officer.

    Those numbers may be an undercount, however, as the images are so realistic it’s often difficult to tell whether they were AI-generated, experts say.

    “Investigators are spending hours just trying to determine if an image actually depicts a real minor or if it’s AI-generated,” said Rikole Kelly, deputy Ventura County district attorney, who helped write the California bill. “It used to be that there were some really clear indicators … with the advances in AI technology, that’s just not the case anymore.”

    Justice Department officials say they already have the tools under federal law to go after offenders for such imagery.

    The U.S. Supreme Court in 2002 struck down a federal ban on virtual child sexual abuse material. But a federal law signed the following year bans the production of visual depictions, including drawings, of children engaged in sexually explicit conduct that are deemed “obscene.” That law, which the Justice Department says has been used in the past to charge cartoon imagery of child sexual abuse, specifically notes there’s no requirement “that the minor depicted actually exist.”

    The Justice Department brought that charge in May against a Wisconsin software engineer accused of using AI tool Stable Diffusion to create photorealistic images of children engaged in sexually explicit conduct, and was caught after he sent some to a 15-year-old boy through a direct message on Instagram, authorities say. The man’s lawyer, who is pushing to dismiss the charges on First Amendment grounds, declined further comment on the allegations in an email to the AP.

    A spokesperson for Stability AI said that man is accused of using an earlier version of the tool that was released by another company, Runway ML. Stability AI says that it has “invested in proactive features to prevent the misuse of AI for the production of harmful content” since taking over the exclusive development of the models. A spokesperson for Runway ML didn’t immediately respond to a request for comment from the AP.

    In cases involving “deepfakes,” when a real child’s photo has been digitally altered to make them sexually explicit, the Justice Department is bringing charges under the federal “child pornography” law. In one case, a North Carolina child psychiatrist who used an AI application to digitally “undress” girls posing on the first day of school in a decades-old photo shared on Facebook was convicted of federal charges last year.

    “These laws exist. They will be used. We have the will. We have the resources,” Grocki said. “This is not going to be a low priority that we ignore because there’s not an actual child involved.”

    Child abuse images removed from AI image-generator training source, researchers say

    Artificial intelligence researchers said Friday they have deleted more than 2,000 web links to suspected child sexual abuse imagery from a database used to train popular AI image-generator tools.

    The LAION research database is a huge index of online images and captions that’s been a source for leading AI image-makers such as Stable Diffusion and Midjourney.

    But a report last year by the Stanford Internet Observatory found it contained links to sexually explicit images of children, contributing to the ease with which some AI tools have been able to produce photorealistic deepfakes that depict children.

    That December report led LAION, which stands for the nonprofit Large-scale Artificial Intelligence Open Network, to immediately remove its dataset. Eight months later, LAION said in a blog post that it worked with the Stanford University watchdog group and anti-abuse organizations in Canada and the United Kingdom to fix the problem and release a cleaned-up database for future AI research.

    Stanford researcher David Thiel, author of the December report, commended LAION for significant improvements but said the next step is to withdraw from distribution the “tainted models” that are still able to produce child abuse imagery.

    One of the LAION-based tools that Stanford identified as the “most popular model for generating explicit imagery” — an older and lightly filtered version of Stable Diffusion — remained easily accessible until Thursday, when the New York-based company Runway ML removed it from the AI model repository Hugging Face. Runway said in a statement Friday it was a “planned deprecation of research models and code that have not been actively maintained.”

    The cleaned-up version of the LAION database comes as governments around the world are taking a closer look at how some tech tools are being used to make or distribute illegal images of children.

    San Francisco’s city attorney earlier this month filed a lawsuit seeking to shut down a group of websites that enable the creation of AI-generated nudes of women and girls. The alleged distribution of child sexual abuse images on the messaging app Telegram is part of what led French authorities to bring charges on Wednesday against the platform’s founder and CEO, Pavel Durov.

    Durov’s arrest “signals a really big change in the whole tech industry that the founders of these platforms can be held personally responsible,” said David Evan Harris, a researcher at the University of California, Berkeley who recently reached out to Runway asking about why the problematic AI image-generator was still publicly accessible. It was taken down days later.
